The NDC Partnership Supports Multilevel Climate Action: More Than 60 Countries Commit to the COP28 Coalition for High Ambition Multilevel Partnership

Dubai, United Arab Emirates, 2 December – More than 60 countries came together at the Local Climate Action Summit to endorse the COP28 Coalition for High Ambition Multilevel Partnership (CHAMP) for Climate Action yesterday to enhance collaboration among local, regional and subnational governments. The CHAMP pledge signifies a commitment to act according to six operative clauses to drive greater engagement and accelerate local-level action.  

"As a global coalition uniting more than 200 members, including more than 100 developing countries, the NDC Partnership is committed to driving forward ambitious climate action, working closely with subnational leaders and as a strategic partner in advancing CHAMP,” says NDC Partnership Global Director Pablo Vieira. “We've received thousands of requests for support, nearly 10% of which focus on the need to strengthen subnational climate action. We will look back at this moment as a catalyst for a deeper, more synergetic collaboration at all levels of government." 

By fostering vertical integration and coordination across all levels of government, CHAMP aims to strengthen subnational climate action in the next round of NDCs expected in 2025. In doing so, cities and regions will ensure their climate commitments are reflected in NDCs, while shoring up support for implementation.  

The NDC Partnership is a key partner in this initiative along with members, including C40 Cities, ICLEI-Local Governments for Sustainability, United Cities and Local Governments (UCLG), UN Habitat and others, including the Local Government and Municipal Authorities constituency, the German government through GIZ, and World Resources Institute.  

The NDC Partnership commends the COP28 Presidency and CHAMP endorsers for strengthening collaboration across all levels of government, underscoring the critical role of collective action in driving ambition.
